Position Overview

Reporting to the Assistant Deputy Minister of Finance and Corporate Services, the Executive Director will fill the role of secretary to the Healthy Child Committee of Cabinet and provide leadership to a whole-of-government approach to projects in support of the government’s policy agenda for children and youth. The Executive Director will also act as Vice-Chair to the Inter-Departmental Working Group for Poverty reduction and provide secretariat support for the Deputy Ministers’ coordinating table for three Committees of Cabinet: Healthy Child, Poverty Reduction and Missing and Murdered Indigenous Women, Girls and Two-Spirit and Gender Based Violence.

The Executive Director will also provide leadership for developing and implementing strategic priorities in support of cross-departmental objectives in Housing, Addictions and Homelessness, such as Indigenous reconciliation, performance and outcome measurement, as well as oversight of major policy projects, such as legislative reviews.

In carrying out these responsibilities, the Executive Director will regularly provide advice and recommendations to Ministers, Deputy Ministers and Assistant Deputy Ministers to support policy formulation, program development and decision making.

The Executive Director will:

  • Build a respectful workplace culture that promotes diversity, learning and continuous improvement.
  • Directly manage a team of staff to achieve departmental objectives, including allocating work, supporting staff development, and monitoring staff performance. Ensure all employees understand how their work connects to departmental and government objectives
  • Lead short and medium term financial, human resource and business planning for the branch within allocated resources and consistent with department and divisional goals.
  • Direct the management of the human and financial resources to deliver on operational and strategic mandates.
  • Direct the preparation of authority seeking documents and ministerial correspondence.
  • Establish collaborative relationships with a wide variety of internal and external stakeholders.
  • Develop and implement accountability mechanisms that include evaluation, performance measures, and reporting.
  • Support Ministers and senior leadership by providing strategic options, comprehensive policy advice and recommendations using internal and external expertise.

Skills, Knowledge, and Abilities

Success in this role requires a strong leader with the ability to work in a changing environment which requires both strategic thinking and leadership skills. We need results-oriented, high performers who motivate others. The Executive Director must exercise good judgment in problem solving skills and making decisions.

The successful candidates will possess the following selection criteria:

  • Post-secondary education in Health, Social Sciences or Public Administration. A relevant combination of education and experience may be considered.
  • Extensive experience in the development and/or delivery of programming for vulnerable populations, including children and youth.
  • Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g., Key Performance Indicators).
  • Strong collaboration skills with the ability to liaise and build strong strategic partnerships with internal and external stakeholders.
  • Experience building relationships with Indigenous people and implementing the principles of reconciliation.
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
  • Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
  • Management experience with responsibility for human and financial resources.
  • Strong verbal and written communication skills with experience managing internal and external stakeholder relationships.
  • Excellent political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Experience leading the design and implementation of legislation, regulations, policies, and programs including building engagement for the delivery of health and/or social services.
