The Investigator - Intake will have a specific focus on conducting preliminary assessments and determining the scope/nature of new access and privacy complaints received by the Access and Privacy Division under The Freedom of Information and Protection of Privacy Act (FIPPA) and The Personal Health Information Act (PHIA). The incumbent will also conduct investigations and review compliance by provincial government departments and agencies, municipal governments, educational institutions and the health care sector. The incumbent will research and analyze relevant information; interpret legislation to determine the validity of complaints; resolve complaints informally with the parties in accordance with the Acts; prepare comprehensive reports with analysis and appropriate conclusions/recommendations; as well as present to various groups on access and privacy issues and the role and function of the office.


Essential Criteria:

  • Relevant university degree (such as law, public administration, humanities, social sciences etc.) and/or combination of education and relevant experience (such as legislative and policy interpretation, investigation, research and analysis, case management, negotiation etc.)
  • Well-developed research skills to identify background information, policies, legislation, processes and precedents that are relevant to an issue
  • Well-developed analytical skills to understand and integrate background information, policies, and legislation and determine appropriate courses of action and/or outcomes
  • Experience interpreting and applying legislation and policy
  • Strong written communication skills including experience writing reports with analysis and conclusions/recommendations
  • Strong conflict resolution skills including problem solving, negotiation and facilitative skills
  • Well-developed verbal communication skills including the ability to discuss complex matters with parties of differing backgrounds and interests
  • Strong interpersonal skills with an ability to establish and maintain good working relationships with colleagues, public bodies/trustees and the public
  • Strong organization skills with the ability to work on multiple tasks within tight deadlines

Desired Criteria:

  • Experience working in or with provincial and municipal governments, or the health care sector, preferably in the information access and privacy field
  • Solid understanding of FIPPA and PHIA
  • Experience conducting investigations
  • Bilingual - French written and oral and communication skill

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • A satisfactory Criminal Record Check and Child Abuse Registry Check
  • A satisfactory Adult Abuse Registry Check
  • Ability to travel within Manitoba
